The Collapse of the 28-Point Ceasefire Plan for Ukraine: Why Peace Negotiations Continue to Stumble
Europe experienced widespread relief on Monday, as the tension triggered by the presentation of a new comprehensive peace framework for ending the war appeared – momentarily – to have been contained. A Washington representative spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, Russian leadership made its retaliation: a renewed assault of aerial bombardment on Kyiv.
The Rhythm of Peace Talks and Military Action
The succession of opposing developments captured the bleak nature of the current period. By day, negotiation efforts are waged: positive announcements are released from various governments. Considerable effort is expended on managing certain initiatives. By night, Moscow forcefully demonstrates the world that, for them, military action persists as the main instrument for achieving "peace".
Nocturnal Warfare
As the offensive progressed into the early hours of Tuesday, the current condition of Ukraine's exposure was revealed. Ukraine is capable of detecting rocket firings from Russian territory, a capacity enabled by current data. From witness perspectives, Ukrainian air force fighter jets that had been dispatched to intercept incoming guided weapons streaked across the sky – sophisticated military planes supplied to Ukraine by NATO members.
Moments later, Kyiv's missile defense activated: defensive missiles fired to intercept a hostile projectile. This was a modern interception technology at work, probably delivered by allied countries. Every firing jolts you unexpectedly, rattling buildings. The brief panic quickly gives way to grim resignation: perhaps the incoming missile won't hit its mark this time, sparing the city from catastrophe and additional electricity failures.
Persistent Threats
Not long after, a heavy machine gun engaged a aerial vehicle in the vicinity, part of a mobile-fire group – probably imported technology. Unfortunately, the shots failed to hit the hostile drone – it pressed on overhead toward its objective.
Intermittently, this carried on until dawn. Kyiv greeted the early updates: seven people killed, destruction and utility failures in multiple buildings as a result of the nocturnal offensive. As always, everyone still continued their routines – experiencing conflict. But those entire period illustrated Ukraine's essential dependence on international aid – a need that European nations are evidently unprepared to replace in the immediate future.
Ineffective Peace Efforts
The comprehensive proposal from Washington provoked deep reactions, debate and deep concern – and momentarily shifted focus from Ukraine's most significant graft case in years. Yet, we have seen this script before, after earlier high-level meetings and multilateral gatherings.
Every new initiative from US leadership adheres to the same pattern: a diplomatic cavalry charge against Ukraine, which Kyiv, with other European capitals, manages to fend off. They contain the crisis but never actually win the battle. This cycle will, undoubtedly, continue.
Political Considerations
It is tempting to accuse certain parties of consistently pushing Russian terms. But that does not seem to be the complete picture. Washington works based on a principle well known to international relations experts: you cannot secure via talks what you have lost on the battlefield. The US administration presumes that it is unrealistic to force Russia to abandon the territory that it presently holds in Ukraine's southern or eastern regions.
The challenge is that while recognising this factual reality, American administration does minimal to deter Moscow, through words or deeds, from assuming that the situation will not change more in its advantage in the coming year.
Opposing Positions
Therefore, Russian leadership is confident that time is on his side – that Ukraine and its allies are approaching exhaustion. Their incentive to sign a deal that does not give them the largest achievable advantage is almost completely absent. There may be multiple initiatives to end hostilities, but they will persist as long as Russia's government remains highly assured in the conclusion.
On the contrary, Kyiv believes that Ukraine can still endure, gradually sacrificing lives and land but preventing a entire defensive failure until circumstances change in its favour.
Present Conditions
Factually, there are no real preconditions for a armistice. Now, individual motivations are coming into play: political desires to negotiate peace and secure international recognition, and Kyiv's double obstacles – on one hand, not to estrange crucial supporters, and on the other, to mobilize citizens around the flag against any proposal Kyiv finds unsuitable, so that their attention does not move to domestic problems. And although their objective will now be much harder after current events, it remains very improbable that this will modify their basic position.
These opposing factors are guiding negotiations.
Assessment and Future
It took a just a single week to terminate the suggested clauses of the current initiative. Forceful and unpredictable management of the matter by American leadership, pushback by Ukraine and the rest of Europe, along with pacifying measures of representatives, and finally, current information leaks, all did their job.
While new proposals based on old ideas are imminent, Kyiv, London and other Western governments should arrive at a critical understanding: Ukraine and Europe will only be able to fend off diplomatic offensives from Washington that are founded on Moscow's terms and reflect certain reluctance to alter the situation, if they remain united and improve their protective measures at a much faster pace. If they do, no combination of diplomatic or military actions will be able to overcome them. In the meantime, Ukraine's capacity to defend against evening bombardments will, for the coming months, largely rely on ongoing international assistance.
